Do you need temporary labor for periods, for example during seasonal variations? According to the hiring rules, companies can hire staff for periods, as long as the work is of a temporary nature. Our product Mediation is adapted to the legislation so that you can easily get the labor you need when the need arises.

About the regulations

As a general rule, employees should be hired permanently, but there are still cases where it is possible to hire employees temporarily. Temporary employment should only last for a limited period of time. Temporary status means, for example, that you have an increase in workload for a limited period.

Hiring employees - about the legislation

In 2023, new regulations were introduced for hiring personnel. Here are the main features of the legislative change:

Companies' access to hiring employees has become somewhat limited, in that there will be no general opportunity to hire from staffing agencies to perform work of a so-called "temporary nature".

Companies that have a collective agreement with a trade union with the right to nominate employees can enter into an agreement with shop stewards regarding temporary employment beyond the limitations set out in the legislation, if certain conditions are met.

It is only when it comes to hiring from staffing agencies for construction work on construction sites in Oslo, Viken and the former Vestfold that an absolute ban is introduced.

It is still allowed to hire from a staffing agency.

There are no changes in the possibilities for hiring employees in connection with temporary positions, for example in the event of illness or vacation, where one absence replaces the other. 

It can be difficult to find the most qualified candidate to fit your company on short notice. It is then possible to hire from a staffing agency while waiting for the right candidate to be hired, or while waiting for a new employee to take up the position. There must be a reality in trying to hire someone for the vacant position.

If there is a need for specialized expertise that the company does not currently possess internally, you can also hire this for a limited period of time. For example, a project manager who will implement a CRM system, intranet or similar. The same can of course also apply within professional areas such as marketing, finance, HR, sales, etc.
